Before getting started, make sure you are logged in to your Business Account on a Desktop browser rather than mobile.

How do I find out if I am an admin?

If you are the admin of a Facebook Business Account, go to https://business.facebook.com.

Then click the business setting toggle as shown below, you should be able to see Requests and Users on the left hand side of the screen.

Once you land on the Business settings page, you should be able to see the Requests button on the bottom left side of the page.

You can confirm this by going to Users > People and checking if your user has 'Full Control' of the Business Account.

If you can see this, you are an admin of the Facebook Business Account.

If you cannot see the Requests option as shown in the picture above, then you likely have partial access to the Facebook Business Account and need to locate the admin for the account you are trying to set up.

You can confirm this by going to Users > People and checking if your user has 'Partial Access'. Users with Partial Access cannot grant the required permissions to sign up.
