How to promote a user's account to an administrator.

Switching a user account to administrator can be done in the administration pane, which can be accessed by clicking your avatar at the top-right of the screen, and selecting "Administration".

You can then open up the target user settings by clicking on the gear icon on the selected user's row.

With the user's settings open, toggle the "Administrator" option. You can then click "Save" to save the user's updated permissions.
