Your 'Quick Create Full Proposal' option allows you to create a proposal without going through the first three stages individually. You can access the quick create option right here QUICK CREATE.

This will then pull up various empty value fields that you have to fill up, once done all the details will be automatically saved into your system according to what category they are in. You have to click on Next, click 'Save and Create Proposal' to apply changes and save the details.
