Public board
Only the creator of a public board is going to be able to export a public board.

Team board
If you’re a Team Owner, you can export any team board inside your team.
If you assign Team Admins to your team. They also can export the team boards.
If a Team Member creates a team board, they’ll be able to export the team board they created.
