Yes, there is. First, you'll need to go to the Emails and then click the Monthly Email tab. Scroll down until you find the setting that lets you choose the frequency of sending the goLoyalty email. Select Once A Month to enable this feature.
Can it provide a list of all customers who have opted out of receiving emails?
Yes! You'll find it under the Emails section and then in the Customers Who Have Opted Out tab.
