Answer:

Deactivated/Deleted Users do not contribute towards your User limit. If you are unsure of your User limit you can ask your Chain Admin or are friendly staff here at Event Temple using the 'Chat' Option in the bottom right hand corner of Event Temple.

Additional Information:

You can always request to add more User's if you are at your limit. However this request must come from Admin or Chain Admin.
