Do I have to complete my 40 hours to receive my certificate of completion and candidate bulletin?

Yes. In order for you to be able to download and print your education certificate and the MA PSI candidate bulletin containing all of the test information and paperwork, you must complete the 40 mandated hours (and the required topics).
