Does 100 percent completion mean both the questions and the documents have to be done?

Yes. The completion percentage reflects both the required questions and the required documents for that application. So an application can show as incomplete if the questions are answered but a required document is still missing, or the reverse. Once both the questions and the required documents are in, the application reaches 100 percent and the Submit button becomes active. Note that you can create a business and run preliminary matchmaking before reaching 100 percent: full completion is only required to submit to a lender.
