The Submit button only activates once the application reaches 100%. Lenders need a complete package to start their review, and sending a partial file just creates back and forth that delays the deal.
What 100% actually means
Two things have to be done before an application is ready to send:
Every required question is answered.
Every required document is attached.
The percentage itself is a simple count of completed items against the total items in the application, and every item is counted, optional questions included. Each one moves the bar by a small amount. For example, 3 items complete out of 30 shows as 10%. The smaller "x/y completed" number beside a section heading counts that section only, which is why it will not match the overall percentage.
If your progress bar is stuck, the usual cause is a missing document rather than a missing answer.
Do optional questions block submission?
Required questions carry an asterisk and they have to be answered. Questions without an asterisk are optional, but they are still counted in the progress numbers: answering one moves the section counter and the overall percentage.
This matters when you are sitting at something like 88% or 95% and the only things you can see outstanding are un-asterisked questions. Start by confirming that every asterisked question is answered and every document request is satisfied. Document problems are the most common cause we see: the wrong document type against a request, a shorter period than the lender asked for, or a file that is on the deal but not attached to that lender's application.

Matchmaking runs on a partial application. You can gauge which lenders fit the deal before the application is finished, so you do not have to finish it just to know where it might land.
Once the application hits 100%, the Submit button turns active and the deal is ready to send.
