Popup not displaying? The most common problem is the Wix cookie banner blocking 3rd party scripts.
If you enable the Wix cookie banner and the user (you) clicks 'Decline all' on the cookie banner Wix will then block 3rd party scripts. This is not just Promolayer but all popup tools (and various other apps) will be blocked.

To test again, open your website in an "Incognito" window (Chrome browser) or a "Private window (Safari)" and accept cookies.
