Certain fields for sitewide promotions are editable or not editable depending on the status of the sitewide promotion AND whether the sitewide promotion has a special offer off or not.
As long as a sitewide promotion is scheduled (meaning, the start date is in the future), then everything is editable. You can make changes through the App Builder.
Once a sitewide promotion is active (meaning, the start date is in the past and the end date is in the future) then the fields will have the following rules depending on whether there is a special offer off or not:
