If the Hotspot Explorer is showing your hotspot is sending out beacons at a regular interval, that means it's operating as expected.
However, if the beacons are invalid with a “no valid witnesses" error message, this indicates that the other hotspots in your area are not receiving your hotspot's beacons.
Since HIP104, a hotspot must have a valid beacon, meaning a beacon witnessed by another hotspot, before it can start earning Proof of Coverage and data transfer rewards.
Use the hotspot explorer to see if there are other hotspots in your area. If there are other hotspots in the nearby area, the issue can be due to suboptimal placement of your hotspot - if your hotspot can't transmit + receive well, your rewards will be lower.
