Troubleshooting: A Document Stage is not appearing

What's happening:

A Document Stage is not appearing in the Select Document dropdown under the Document tab on a Penelope record and cannot be selected from the list to be completed.

Possible solution:

Add a new revision to the Document's template and then finalize that revision. No additional changes are needed.

Though it's possible to add a new stage without having an in progress revision, the stage will not be available to be completed until a revision is opened and finalized.
