Tax Management Overview
Many of the items on this page are maintained by your company in the Toast Payroll Tax Center. We highly recommend visiting this page at least once a quarter so you can complete outstanding tasks and help enable a successful quarterly tax filing. Failure to provide this information risks Toast Payroll's ability to remit/file on your behalf, which may result in financial penalties for your company. After applying for and receiving your state tax account number(s), payment frequency, unemployment rate, or once you complete your third-party administrator (TPA) linking, log into Toast Payroll and select Taxes from the left-hand navigation. Complete any available tasks here, including Form 8655, missing Social Security numbers, and more.
Taxes and Forms Toast Payroll Supports/Remits in Wisconsin

Where to Find Copies of Tax Filings Processed in Toast Payroll
Quarterly tax packages are found within the Toast Payroll System under Reports > Tax Filing. These reports are typically available the third full week of the month following each quarter-end. Toast Payroll will only generate tax packages for quarters in which a customer was actively processing payroll within the Toast Payroll system.
Note: Toast Payroll & Team Management may not be able to complete and/or submit tax filings where the Toast Payroll system reflects missing, erroneous, or incomplete information in a customer’s account. It is the customer’s responsibility to ensure that they have provided Toast Payroll & Team Management with all requisite tax information in a timely manner. Copies of tax return submissions do not guarantee that a return was submitted to or accepted by an applicable agency.
Register for Your ID - Withholding and Unemployment Taxes
Registration with the state sets up your tax account, identified by an Employer Identification Number (EIN). This number enables Toast Payroll to file electronically on your behalf. Failure to provide this information risks Toast Payroll’s ability to remit/file on your behalf which may result in financial penalties for your company.
Wisconsin income tax withholding registration and unemployment tax registration are done on separate websites. Follow both sets of instructions below to get set up with the respective tax agencies. Both account IDs are needed for payroll purposes.

How to Register - State Withholding
Register online on the Wisconsin Department of Revenue website.
Follow the step-by-step instructions on the registration portal to complete your application for your state tax account.
Customers typically receive a withholding account number within 24 hours after registering online. If you complete your application via mail, registration may take 3-4 days to process. This is frequently referred to as your Wisconsin SIT EIN.
The account number format is 036############. That is 15 digits that always start with “036”.
Provide the following information to Toast Payroll by entering it into the Tax Accounts page via Settings > Payroll > Tax Accounts:

Payment frequency, also referred to as the withholding schedule
If a customer has not gone live in the Toast Payroll system, this information should be entered in the onboarding platform or sent to an Onboarding Consultant.
How to Register - State Unemployment
Register online on the Wisconsin Department of Workforce Development website.
Follow the step-by-step instructions on the registration portal to complete your application for your state tax account.
Customers typically receive an unemployment account number instantly after registering online. This is frequently referred to as your Wisconsin SUTA EIN.
The account number format is ######-###-#. This is a 10-digit numeric sequence separated by dashes into three segments: a six-digit prefix, a three-digit middle section, and a single-digit suffix.
Provide the following information to Toast Payroll by entering it into the Tax Accounts page via Settings > Payroll > Tax Accounts:

Unemployment tax rates, listed as Assigned Contribution Rate on the Contribution Rate Notice
If rates are not provided, the Toast Payroll system will apply state-designated new employer rates to a customer's account settings.
If a customer has not gone live in the Toast Payroll system, this information should be entered in the onboarding platform or sent to an Onboarding Consultant.
Find Your ID and Rate - Already Registered
The Employer Identification Number (EIN) identifies a tax account to the state and enables Toast Payroll to file returns electronically on a company’s behalf. Failure to provide this information risks Toast Payroll’s ability to remit/file on your behalf which may result in financial penalties for your company.

A Wisconsin SUTA EIN is typically in a ######-###-# 10-digit format. Add your EIN and any payment frequency information into Toast Payroll by entering it into the Tax Accounts page via Settings > Payroll > Tax Accounts.
Unemployment Tax Rate
An unemployment withholding tax rate is determined by the state and can change each year based on a number of factors. Visit the Wisconsin Department of Workforce Development website for more information on the calculation of a Wisconsin unemployment withholding tax rate.
Updated Wisconsin unemployment tax rate information should be added to Toast Payroll by navigating to Settings > Payroll > Tax Accounts.
Link Toast as Your Payroll Tax Third-Party Administrator (TPA)
Linking Toast as your third-party administrator will ensure we are able to complete the quarterly filings and amendments (if applicable) in a timely manner.
Each employer must send us their 8-digit Internet Access Key (the key is case-sensitive). This can be found in item 1A on your Quarterly Contribution Report or on your Coverage or Transfer Initial Determination.
If you do not have one of these reports, the individual who can access this UI account can generate an access key by following these steps:
Go to the WI Unemployment website.
Select #4: Employer UI Account Information (view or update).
Log into your account or create one.
Select Account Access.
Select Generate Access Key.
Select Continue.
Select the functions you want to be available to the user.
Select Generate Key.
Once the key has been generated, send this information to us via the blue chat button in the lower-right corner of any Toast Payroll page.
