To send an outbound message the first step is to create it. If you haven't created it yet and need help with that, read this article on how to create an outbound message.
Once the review is listed as approved, you will be able to set it up for sending:
Click on the message with approved status.
Select the type Single delivery.
Enter the phone number to which you want to send the message.
Click Send message.
