Video content in pencil is all generated at 30fps and this is the case for all .mp4 exports too. This is consistent in the video editor where you can zoom into the timeline and edit on a frame by frame basis.

If you import media that is at a different frame rate it will be converted to 30 fps. In the case where a piece of content at 25fps is imported, every fifth frame will be duplicated in order to make it up to 30fps.

It is in our pipeline to support other frame rates as well as offer video upscaling and this will be publicised and this article updated when these improvements are finalised.
