Wholesale Now gives shoppers discounts through Shopify's Draft Orders feature. Shoppers then go through checkout for a draft order which works a bit differently from normal checkout of a cart.

To pay via Google Pay, shoppers would need to select the Google Pay button during the checkout of their draft order (not the Google Pay button on the cart page).
