Withdrawing your card balance means simply taking out all the money that is left on the card leaving behind the minimum card balance. Once this is done, the card remains active because of the minimum balance on it, but it cannot be used to make purchases till funded.
Terminating the card means closing the card altogether. This means that the card will be canceled and you will not be able to use it again.

If you are only planning to take a short break from using the card, then withdrawing may be the best option. This is because you can always fund and use the card later if you need to.
However, if you are sure that you will never use the card again or you need to create another one, then terminating it is the better option.

Yes. You need to leave at least $1 on your card when initiating a withdrawal to keep your card active.
