If you’ve already installed and subscribed to the app, a service connection is automatically created. However, only the Administrator of the connection can share it with additional projects. How to Share the Service Connection For individual user stories:

Note: Only users with Administrator permissions can share the service connection. Other users will see an error and need assistance from the admin. Setting Up from Organization Settings You can also configure the service connection directly from Azure Organization Settings:
