Go to Marketing >> Smartlists then click on Add a smartlist

Add a name and description to your smartlist then click on Save

Once the smartlist is created, Add a filter in the category Purchases >> Payment method

You will then be able to filter members that have at least on payment method saved on their profile then add the filter
