If you are unable to invite users to your Organization or Project, and you received this message:
Then it means that your Organization does not have more seats available. To free up seats, you have 2 options:
Deactivate users
To deactivate a user, first, go to the top left corner icon (also called Project Switcher), then click on 'Organization Settings'.
Note: Organization Settings is an option only available for the Owner of the Organization. To learn more about Project and Organization roles, click here.
Once opened, go to the left side panel and under 'Organization Members', head over to the Active Members section to have access to the active users list.
From your list, select the user that you want to deactivate, click on the 3-dots menu, and select 'Deactivate'. This user will then be automatically moved to the 'Deactivated' section and free up a seat.

To reactivate the user, head to the 'Deactivated' section, click the 3-dots menu, and select 'Reactivate'.
Remove users from your Organization
The second option available is to remove the user from your Organization. There are a few things to consider when removing someone from your Organization:
If you remove a user from your Organization and you need to collaborate with this user again, then you will have to re-invite him/her.
If the user is only part of one Organization, then they will have to create their account again.
To remove a user from an Organization, you need to also go to your 'Organization Settings' and in the list of Active Members of your Organization.
From the user list, select the user that you want to remove, click the 3-dots menu, and select 'Remove from organization'.

Invite new Members
Now that you have seats available, you can invite new members to your Project. To invite new members, simply follow the instructions described here.
