‘Raising a risk’ means to add a flag to a candidate that requires top management approval to be given before a candidate can be approved. Screeners can choose anyone with management permissions to sign off on risks. Anyone with any permission level can view risks and/or flags that have been raised at any time, regardless of if they have received approval.

Risks and flags will both show up on a candidate’s report. They will not transfer to a new order, meaning if you choose to top a candidate up, a risk will need to be raised again if it is still relevant.
