Yes. You can use the same SIM card to activate multiple EarthRovers by moving it between the bots during their activation process.
However, keep in mind:
Only one bot can be connected to the SIM at a time, since it is physically installed in just one robot.
If you want to operate multiple bots at the same time, each bot will need its own SIM card with an active data plan.
After a bot is activated, it will keep its activation saved. You can then remove the SIM and use WiFi instead if you prefer. If you want to drive the bot on 4G, you still need to leave a SIM in it.
