Shopify allows 25 automatic discounts per store, and every active bundle offer creates one. Publishing is refused once your store would go past that limit. The fix is to free up slots: reduce the number of offers in your bundles, deactivate bundles you are not using, or delete automatic discounts created by other apps or by hand.

Why each offer uses a discount
Atlas applies bundle pricing through Shopify's automatic discounts, which is what lets a customer get the right price at checkout without typing a code.
Each offer needs its own discount, because each represents different pricing. A bundle with four offers uses four of your 25.
ℹ️ This is a Shopify platform limit, not an Atlas one. No app can raise it, and it applies to every automatic discount on your store regardless of what created it.
Step 1: Count what you have
In Atlas: open Bundle Deals, filter to Active, and add up the offers across all active bundles. Three active bundles with four offers each is twelve.
In Shopify: go to Discounts and filter to automatic discounts. This shows everything, including discounts created by other apps and by you.
The Shopify list is the authoritative count. Atlas can only see its own.
Step 2: Free up slots
In rough order of how much they cost you.
Deactivate bundles you are not using. Set an old seasonal bundle to draft. A draft bundle uses no discounts and keeps all its configuration for later.
Reduce offers per bundle. Three tiers usually outperform five anyway. Cutting each bundle from five offers to three across four bundles frees eight slots.
Delete abandoned automatic discounts in Shopify. Old sale discounts and discounts left behind by uninstalled apps are common and often forgotten.
Remove other discount apps. Another bundling or volume-discount app is both competing for these slots and conflicting with Atlas in its own right. See Apps that conflict with Atlas.
💡 Start with abandoned Shopify discounts. Most stores that hit this limit have several from campaigns that ended months ago, and clearing them costs nothing.
What does not count
Discount codes do not count. The limit is on automatic discounts only. Codes customers type in are a separate, much larger allowance.
Draft bundles do not count. No discounts exist until a bundle is active.
Re-saving an existing active bundle does not add to the count, as long as you are not adding offers. Atlas skips the check when an already active bundle is saved with the same number of offers or fewer, so editing text or colours on a bundle is never blocked by this.
Designing within the limit
25 sounds like plenty until you have several bundles.

💡 Budget three offers per bundle. It keeps you well inside the limit, and three tiers is where most bundles perform best anyway: enough to create a middle option, not so many that customers stop reading.
If you genuinely need many bundles, consider whether collection-level targeting could let one bundle cover several products that currently have their own.
If your count looks wrong
If Shopify shows fewer than 25 automatic discounts and Atlas still refuses:
Refresh both. Shopify's discount list can lag a deletion by a moment.
Count the offers you are about to add, not just the ones you have. The check is against what your store would have after publishing.
Check for discounts created by apps you have uninstalled. These sometimes remain and still occupy a slot.
