SLP Toolkit’s Commitment to Colorado Accessibility Compliance

Understanding the Colorado Accessibility Law

In 2021, Colorado passed House Bill 21-1110, which mandates that all digital content provided by state and local government entities, including vendors like SLP Toolkit, be accessible to individuals with disabilities. These rules were formalized in February 2024 and are based on the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA.

Key compliance criteria include:

  • Publishing an accessibility statement

  • Providing reasonable accommodations

  • Demonstrating good faith progress in removing accessibility barriers

While the law initially set a compliance deadline for July 1, 2024, House Bill 24-1454 offers a grace period through July 1, 2025 for organizations that show tangible progress toward compliance.

Accessibility Assessment: SLP Toolkit Results

An accessibility audit of SLP Toolkit was conducted using industry-standard tools. The assessment revealed several areas of non-compliance including:

  • Color contrast issues (text failed WCAG ratio requirements)

  • Missing alternative text for images

  • Unlabeled form elements and buttons, making them unusable for screen reader users

  • Inconsistent use of semantic HTML and ARIA attributes

  • Keyboard navigation gaps, especially within scrollable regions and tab structures

Each of these findings is being addressed with specific design, development, and testing updates to meet WCAG 2.1 Level AA.

Our Roadmap to Accessibility

At SLP Toolkit, accessibility is a continuous commitment, not just a checkbox. Here's what we are doing:

Accessibility Action Plan

  • Established a multi-phase remediation plan.

  • Implemented updates for color contrast, semantic structure, and form labeling in SLP Toolkit.

Progress Over Perfection

The Colorado Office of Information Technology emphasizes "progress, not perfection." We wholeheartedly agree. SLP Toolkit is on track to meet full compliance by July 1, 2025, while continuously improving usability and accessibility for all users along the way.
