Is it possible to allow admins to open a tab and submit orders on the Toast Now app?

No, starting a tab and sending an order is not yet a feature of the Toast Now app.
You can submit any feature requests by navigating to Account > Send us feedback on Toast Now. Our development team looks into every request sent and is working on new app updates.
