Why is an action displayed as "Later"?

When your queued actions appear as "Later," it indicates that you have reached your quotas within the rolling 24-hour period for this specific type of action.

Quotas reset between 00:00 and 04:00 in the time zone you specified in Settings > Account Activity.

To check when your quota will reset, simply click on the type of action concerned from your queue.
