Atlas deliberately hides product templates whose layout has images and content baked into it for one specific product. Building a new page on a template like that would carry the original product's photos and copy onto a different product, which looks broken and can misrepresent what you are selling. The template is still in your theme and still works there. Atlas just will not reuse it.

Why Atlas filters templates
A reusable product template pulls in whatever product it is applied to: the images, title and description come from the product, not from the template.
Some templates are not like that. They have specific image files and specific text written directly into the layout. That is fine for the one product they were built for, and wrong for any other, because those hardcoded images and claims travel with the template.
Atlas checks for this and leaves those templates out of the list rather than letting you build a page that would show the wrong product's photos.
ℹ️ This filtering applies only to Atlas reusing the template for a new page. Your theme is unchanged, and the template keeps working normally for the product it belongs to.
How to tell if this is your case
In your Shopify admin, go to Online Store, then Themes, and select Customize on the theme.
Use the template selector at the top to open the product template that is missing from Atlas.
Look at the sections. If you see specific product photos and specific product claims that do not change when you preview a different product, the template has content hardcoded into it.
Templates created by copying a finished, heavily customised page are the usual case. So are templates built for a single hero product during a launch.
What to do instead
Any of these work.
Use a different template from your theme. Your theme's default product template is almost always clean and reusable, and it is the one your other products already use.
Use the Atlas library. Under Select a pre-built page template, pick a layout designed to be filled with any product.
Clean up the template in Shopify. Replace the hardcoded images with dynamic sources that pull from the product, and move fixed text into settings. Once the template no longer carries one product's content, Atlas will offer it.
Build the page and adjust it afterwards. Generate on a clean template, then use the Atlas editor to hide, reorder and edit sections until it matches the look you wanted.

If a plain, reusable product template that other products already use is not appearing, that is worth reporting.

Support can check whether the template was filtered and why, which is the only way to distinguish a genuine filter from a read failure.
