For this case we should integrate Query Builder.
Create a new Users Query in Query Builder, then go to the Include/Exclude tab and include current user ID:
Proceed to the Date Query tab of settings and set them up like this:
Save the query. Then, return to dynamic visibility settings in Elementor editor and choose Query Has Items as a condition. Select the created query:
Finally, add another condition to dynamic visibility, so that the content is visible for logged in users AND if the query has items:
