You can assign responsibilities in the resource section by managing overtime entries, allowing you to define authority in the project and client responsibility information areas for selected employees.
Step 1:
Click on Resources > Manage Responsibilities.
You can access the authorization area by clicking on Add.
When assigning responsibilities, select the department where you want to make the assignment. Then, choose the position and the employee to whom you will grant authority.

After assigning responsibilities to employees, you can edit the assignments using the pencil icon, and you can remove an employee's authorizations using the trash can icon.
