Yes. The dialer keeps track of where you are in the list, so you can step back to the person you just called and forward to the next one.
Go to the previous contact during a call session
Make sure you have joined the call session. The navigation buttons only work after you are dialed in.
Hang up any live call first. You cannot move to another person while a call is still connected.
At the bottom of the contact's profile, find the pair of buttons. The left button shows a left-pointing arrow, and the right button says Next.
Click the left arrow button to go back to the person you called before this one.
The previous contact's profile loads, and you can call them again from there.
Keyboard shortcuts
You can move without the mouse:
Press K or the Left Arrow key to go to the previous person.
Press J or the Right Arrow key to go to the next person.
When the previous button is greyed out
If the left arrow button is disabled, hover over it to see why. The dialer shows one of these messages:
"Dial into the call session, first." You have not joined the session yet.
"Hang up first before going to previous person." A call is still in progress.
"This is the first person on the list, can't go to 'previous'." You are already at the start of the list.
"You must log a result (e.g. not home, or answered, etc) for the last call made to this person, before going to previous person." You need to record a result for the call you just made before you can move.
Fix the condition the message describes, and the button becomes clickable again.
Going back while browsing a saved list
You can also step through people from a saved list without being on an active call session.
Open the list and click a contact to view their profile.
Use the Previous and Next buttons at the top of the profile to move through the list in order.
At the start of the list, the left button reads Beginning of List and stops. At the end, the right button reads End of List.

Returning to where you left off in the list
If you jumped to a specific person and want to pick the list back up in its normal order, look for the Resume List button. Hovering over it shows "Resume dialing in the original list order where you left off." Click it to return to the next person in the regular list order.
