When creating a new CP it will be visible to all sibling companies of your parent company (if configured) as well as users within your company on a READ only basis as you, as the creator, have full control of that CP.

Anyone you share the CP with will have visibility.  

What a user can do with the CP will depend on the access they have been given when you shared it - read, edit or full control.
