How to use voter identification and household records for voter lookups and lists

Voter records in the database originate from the voter file collected from the state or individual jurisdictions. Record identifiers are applied to each voter record for classification, voter lookups, and sorting voter lists.

Using voter identifiers

  • Voter Key: the individual record number assigned to the voter database.

  • RNC Client ID: the individual record assigned to the RNC voter file for a data source.

  • Jurisdictional Voter ID: a voter record ID assigned by a county or other jurisdiction (when provided)

  • State Voter ID: the individual record number assigned by the state elections office.

  • RNC Registration ID: the unique identifier assigned by the RNC that persists with the voter record through different voter file iterations. For example, a voter that moved within the state may retain the same RNC Registration ID value although the State Voter ID or RNC ID value may be changed.

Voter identifier field names may vary between export fields, the Voters database field, and the RNC source data field, as described in the below table.

Looking up records by Voter ID

From Tools > Find a Voter, use the Voter ID search option to find a voter record by any of the listed voter identifiers. In some cases, multiple voter records may get included in the search results if the same identifier value is applied to different record number types. For example, a Voter ID lookup for "15002" could return records with the same value for Voter Key, State Voter ID, and Jurisdictional Voter ID.

Using household records

Individual voter records with a common registered address and other attributes including last name are grouped together as a household. Membership is assigned by the eldest voter in alphabetical order when the appropriate data are provided.

  • Household Record ID: the household number assigned to a group of voter records with a common registration address and other attributes.

  • Household Member ID: the individual record number assigned for each unique household.

  • Household Code: a letter code indicating household membership:

    • H = Head of Household. HH Member ID equals 1.

    • M = Household Member. HH Member ID is greater than 1.

    • S = Single Member Household. HH Member ID equals 1.

Exporting records for voter lists

When setting up a voter list for export from the Basic Counts and Advanced Counts tools, use the Householding options to include individual voter records or household records.

  • Individual Records: each voter record will be included as separate rows in the list.

  • Household Records: one voter record will be included in a single row matching one of the selected household options listed below.

Household Export Options

  • Households - Only Members Matching Count: the exported data will only include voter names which match your count criteria.

  • Households - All Members: all voter names in the household will be displayed (based on Household Name Format option).

  • Households - Individual Members: includes individual records for each member in the selected household. Please note that this export option will change the number of records in the exported file from the original count results.

Select the appropriate Household Name Format option for setting up mailing labels in the first column of the spreadsheet for the household.
