Every tier, in all three usage categories. Reach the same tables in the app by opening Subscription, then the usage rates link, which shows Usage rates with three tabs: Published pages, Bundler and Cart drawer.
Tiers are monthly charges, not per-unit rates. Publishing an eleventh page and a fifteenth page cost the same, because both put you in the same tier.

Bundler revenue
Measured on added revenue, meaning the extra revenue your bundle offers produced, not the total value of orders containing a bundle.

How tier boundaries work
Boundaries are inclusive. Exactly 10 published pages is the base tier. The eleventh moves you to tier 1.
Each category is independent. You can be in tier 3 for pages and the base tier for cart orders. They do not affect each other.
Counters reset each billing cycle, which starts on the day you subscribed rather than the first of the month.
Tiers can go down as well as up. If you publish fewer pages next cycle, you move back into a lower tier for that cycle.

A store hitting all three top tiers is generating more than $50,000 of added bundle revenue and more than 5,000 cart drawer orders in a month.
What is measured, and what is excluded
Published pages are counted when published into a theme; drafts never count, republishing never counts twice, and deleting does not reduce the count for that cycle. See What counts as a published page for billing.
Bundler revenue and cart orders exclude the same orders Atlas excludes from every report: test, cash on delivery, unpaid, refunded and voided orders among them. The full list is in Understanding bundle analytics.
💡 That exclusion works in your favour. An excluded order never pushes you into a higher tier, so a store with a lot of refunds or cash on delivery orders stays in a lower tier than its raw order count would suggest.
